The Coal City Syndicate,well it's presence in San Andreas is a direct result of the Cold War miners Dusty and Soc,Khr tired of the stresses of communism wanted to be in the free world and make something of themselves they kill their evil masters and take over the mine which at the time happens to be a small one but they work on it and turn it profitable while their apprentice who learns everything with them eventually betrays them and now the 3 boys are ousted by him they still own the mine but have no control over it so they sell all they own the cars houses etc and move to Los Santos to make money in the free world and kill the apprentice after having enough power and influence in the west
